    It said pro-autonomy militia groups, Indonesia's military, civilian government and police must bear institutional responsibility for gross human rights violations targeted against civilians perceived as supporting the pro-independence cause.

    Foreign Minister Hassan Wirayuda underlined the importance of the International Criminal Court (ICC) to human security.

    ""There is no denying that in recent times, as in the past, rulers, governments or high-ranking officials in command of forces commit crimes against their own citizens, often on a massive scale,"" he said.

    ""There is therefore a great need for an avenue of justice ... that is beyond the state itself. Without such recourse to justice, states could simply threaten the human security of their own citizens with impunity,"" Hassan added.

    The only way to prevent such impunity, he said, was a court of justice at the international level, which is provided by the ICC.

    The assaults on the Christian village of Waay on the island of Ambon was publicly acclaimed by the Moslem Jihad official publication, the MHI - Maluku Hari Ini (Moluccas Today), as the most successful retaliation war against the Moluccas Christians with mobilization of 5,000 Jihad troops, supported by the plainclothes Indonesian army personnel and Police, using standard army weapons including armored vehicles.

    The standard army weapons used in this assault consisted of armored vehicles, machine guns, mortars, grenade launchers, including assault rifles such as AK-47s, MK-33s, M-16s, and SS-1s.
