THE URGENCY OF THE WORLD CONGRESS OF THE MOLUCCAN NATION, THE BURIED HISTORY OF THE RMS, AND THE LAWSUIT AGAINST STRUCTURAL STATE VIOLENCE

viewed in terms of the distribution of gross regional domestic product and regional population. 

Economic growth and capital accumulation are currently concentrated only in Ambon City as the rapidly advancing and flourishing government center. Conversely, resource-rich buffer regions are positioned in economically depressed conditions. Areas such as Southeast Maluku Regency, Southwest Maluku Regency, East Seram Regency, the Aru Islands, and Buru continue to remain in a very backward position due to the lack of equitable infrastructure and fair fiscal policy from the central government.

The condition of our national strategic projects is much the same. The National Fish Granary, which was planned to increase blue economy output up to sixfold, was unilaterally canceled, leaving small-scale fishermen in poverty. The Ambon New Port, touted as a direct export hub, was also thwarted with premature geological reasons, perpetuating high regional logistics costs. Meanwhile, the Abadi Masela Block continues to be delayed due to the tangle of global corporate share negotiations, leaving local communities weary from a long wait without certainty of job absorption.

The organization of the World Maluku Community Congress must not be viewed narrowly as a mere cultural ceremonial agenda. This congress must be positioned as a momentum for political consolidation, historical reconciliation, and a collective grievance against the structural injustice that has persisted from the colonial era through the post-reform period. Under the leadership of Governor Hendrik Lewerissa and Vice Governor Abdullah Vanath, the Maluku Provincial Government is required to demonstrate political courage in facilitating this global forum to integrate the potential strength of the diaspora with the real development needs in the land of our ancestors.

To realize the revival of the Maluku nation and overcome the residue of historical injustice, the following strategic policy recommendations have been formulated:

1.   Compilation of a Global Maluku Diaspora Master Data: Develop an integrated information system to record the population, competencies, and sociological distribution of the Maluku diaspora worldwide as a basis for planning programs for the repatriation of intellectual assets and capital.

2.   Advocacy for Open History and the Restoration of Human Rights: Encourage the central government to open space for honest academic study of RMS history and the transition from RIS to NKRI. Symbolically, the state must disclose the location of Dr. Soumokil’s grave to his family as a form of fulfilling the most fundamental human rights.

3.   Evaluation of the Enforcement of the Rebellion Law (Article 106 KUHP): Stop the misuse of the rebellion article to criminalize peaceful political expression or agrarian protests by indigenous communities, and demand legal accountability for acts of physical torture committed by security forces in the field.

4.   Grievance for Budget Allocation and Fiscal Justice: Consolidate the strength of local politics and the diaspora to demand that the central government realize its promises of integrated fisheries infrastructure development (LIN and ANP) and accelerate the operationalization of the Masela Block in order to correct the very high regional economic inequality.
